What repair can’t fix
Encrypted files with an unknown password cannot be repaired — the content is unreadable without the key. Scans that were never given a text layer are not affected by repair; use OCR PDF to make those searchable. And if the file was simply overwritten with zeros or the storage medium failed completely, recovery is usually impossible; the repair tool works on partially-intact PDFs, not deleted or overwritten files.
